Treaty on the Functioning of the European Union

Treaty on the Functioning of the European Union (TFEU) is the consolidated version of the Treaty establishing the European Community, as amended by the Treaty of Lisbon.

In turn, the Treaty establishing the European Community is the version of the Treaty establishing the European Economic Community signed in Rome on 25 March 1957, as subsequently amended by the Treaties of Maastricht (1992), Amsterdam (1997) and Nice (2002).

Consolidated version of the Treaty on the Functioning of the European Union, including changes to the Lisbon Treaty, was published in the Official Journal of the European Union C 115 of 09 May 2008.

Entry into force of the Treaty on the Functioning of the European Union

Treaty on European Union as amended by the Treaty of Lisbon entered into force on 1 December 2009, through entering into force of the modifying Treaty.

Structure of the TFEU

The Treaty is structured on seven parts, as follows:

Part one – Principles (articles 1-17)

Part two – Non-discrimination and citizenship of the Union (articles 18-25)

Part three – Union policies and internal actions (articles 26-197)

Part four – Association of the Overseas countries and territories (articles 198-204)

Part five – External action by the Union (articles 205-222)

Part six – Institutional and financial provisions (articles 223-334)

Part seven – General and final provisions (articles 335-358).

In accordance with the provisions of article 1:

The Treaty on the functioning of the European Union organises the functioning of the Union and determines the areas of, delimitation of, and arrangements for exercising its competences.

This Treaty and the Treaty on European Union constitute the Treaties on which the Union is founded. These two Treaties, which have the same legal value.
